Implement the Plan for the peak period of checking traffic safety conditions for cars transporting and picking up students in the province.

The Traffic Inspectorate in coordination with the Department of Education and Training conducted a peak period of inspection of traffic safety conditions for cars transporting and picking up students in the province.

Implement Plan No. 12/KH-UBND dated January 12, 2024 of the Provincial People's Committee on implementing Directive No. 31/CT-TTg dated December 21, 2023 of the Prime Minister on strengthening the work of ensuring traffic order and safety for school-age children in the new situation; Plan No. 169-KH/UBND dated August 28, 2024 of the Provincial People's Committee on implementing Directive No. 23-CT/TTg dated July 26, 2024 of the Prime Minister on strengthening the work of ensuring traffic order and safety for road transport business activities in the new situation; Document No. 3836/UBND-DTXD dated June 27, 2024 of the Provincial People's Committee on strengthening the implementation of tasks to ensure traffic safety for cars transporting students, the Department of Construction Inspectorate Plan No. 81/KH-TTrS dated September 16, 2024 to carry out a peak period of inspection of conditions to ensure traffic safety  for cars transporting and picking up students in the province, implementation period from September  18, 2024 to October 5, 2024.

 The joint force,  including the Transport Inspectorate and representatives of the Department of Education and Training, focused on  checking the technical safety conditions of the vehicles transporting and picking up students: Vehicle registration certificate, vehicle technical safety and environmental protection inspection certificate, civil liability insurance, vehicle badge, transportation contract, installation of journey monitoring equipment, cameras on the vehicle and data transmission according to regulations... Checking the conditions of the car driver: Driver's license, transport training certificate, driver identification card...

Accordingly, strengthen propaganda work to educational institutions in the province on signing contracts for vehicles to pick up and drop off students with qualified transport businesses operating in accordance with regulations to raise awareness, responsibility and ethics of drivers as well as management teams at units in complying with legal regulations on traffic safety and order, preventing the situation of unlicensed contract vehicles picking up and dropping off students operating. The contents of handling violations are prescribed in  Decree 100/2019/ND-CP dated December 30, 2019 of the Government stipulating sanctions for administrative violations in the field of road and railway traffic and Decree 123/2021/ND-CP dated December 28, 2021 of the Government amending and supplementing Decree 100/2019/ND-CP. Decree No.  41/2024/CP-ND dated April 16, 2024 of the Government amending and supplementing a number of articles of Decree No. 10/2020/ND-CP dated January 17, 2020 of the Government regulating business and conditions for business of automobile transportation, effective from June 1, 2024.

The Department Inspectorate distributed 200 leaflets to disseminate  information on  some violations of business and conditions for automobile transportation. At the same time, the organization signed a commitment with drivers and vehicle owners to comply with regulations on ensuring traffic safety and order for automobiles transporting students.  

This is an annual joint inspection activity between the Department of Transport Inspectorate and the Department of Education and Training, aiming to strengthen  close coordination between schools, parents and transport units in raising awareness of responsibility and strict compliance with the Road Traffic Law to ensure traffic safety for students going to school in the province./.
